While most countries and issuers allow issuance and cancellation into and out of DR facilities at any time (a "two-way market"), several countries and issuers maintain restrictions on issuance of DRs (a "limited two-way market"). Restrictions on foreign ownership and local regulation may limit the ability of Citi to accept re-deposits of previously canceled shares or deposits of new shares into a DR facility.
